Data (Brent Spiner) has been asked by his friend Keiko (Rosalind Chao) to give her away in marriage to Chief O'Brien (Colm Meaney). However, on the day of the wedding, she tells Data that she's changed her mind. Not understanding the emotional nature of "cold feet," he assumes that the wedding is off, but Geordi LaForge (LeVar Burton) is certain that the wedding will take place and advises Data to get ready. Data also learns that he will have to dance at the reception and asks Dr. Crusher (Gates McFadden), a former dance champion, to give him lessons.

While Data prepares for the wedding, a more serious situation develops as the Enterprise takes on board a Vulcan Ambassador, T'Pel (Sierra Percheur). When the Ambassador is transported to a Romulan Warbird for negotiations, there is a deadly accident, and it becomes Data's duty to uncover the truth.

After a Cardassian warship fires on the Enterprise, it's captain, Gul Macet (Marc Alaimo), advises Picard (Patrick Stewart) he is acting in retaliation against a Federation starship which has decimated an unarmed Cardassian space station. Picard finds this peculiar, since a recent peace treaty between their two people has been enacted. Consulting with Starfleet Command to confirm this alleged assault, Picard finds that the U.S.S. Phoenix, captained by Benjamin Maxwell (Bob Gunton), has in fact destroyed the station.

Despite objections from crew members who still mistrust their former enemy, Picard invites a small Cardassian delegation aboard as a gesture of goodwill and to aid in the pursuit of the renegade Phoenix. After learning that Chief O'Brien (Colm Meaney) had once served under Captain Maxwell, Picard confers with him to determine Maxwell's motives. Through O'Brien believes Maxwell would not have attacked unless provoked, he mentions that Maxwell's family had been slaughtered at the hands of the Cardassians some years before. Now Picard must act swiftly to track the Phoenix down and stop Maxwell in his apparent vendetta, or a deadly war is sure to follow.
