As part of an exchange program, the Enterprise plays host to a Klingon officer named Kurn (Tony Todd). Kurn hands Worf (Michael Dorn) the surprise of his life when he informs the lieutenant that they are brothers, separated after their parents were killed in the Romulan assault on the Khitomer Outpost. Evidence has surfaced that indicated their late father Mogh may have aided the Romulans, and now Worf, the eldest son, must go before the Klingon High Council to defend his family's honor.

After the trial begins, Kurn, who is serving as his brother's second (or cha'Dich) is attacked and severely injured by Klingon assassins. Worf shocks the council when he appears with his new cha'Dich - Captain Jean-Luc Picard (Patrick Stewart). Now Picard must prove that Mogh was innocent, or surrender Worf to meet the punishment for his father's treason: death by execution.

Unbeknownst to the Enterprise crew, Picard (Patrick Stewart) is kidnapped by an alien energy bean and replaced with an exact replica. The real captain finds himself trapped in a room with three other hostages: Tholl (Stephen Markel), a peace-loving Mizarian; Haro (Joycelyn O'Brien), an Angolian and a Starfleet Academy cadet; and Esoqq (Reiner Schone), a member of the beast-like Chainoth race.

While his duplicate arouses the suspicions of the crew with his odd behavior, Picard suspects that he and his fellow prisoners are guinea pigs in some unknown experiment - and that their captor is among them.
