An Away team visits Angosia, a planet seeking membership in the Federation. As the team meets with Angosian Prime Minister Nayrok (James Cromwell), a violent prisoner escapes Angosia's penal colony. Picard (Patrick Stewart) immediately mobilizes his crew and the escapee, Roga Danar (Jeff McCarthy), is captured and beamed aboard the Enterprise. Troi (Marina Sirtis) finds herself drawn to Danar, who tells her that psychological and biochemical modifications were conducted on him by Nayrok's government. Programmed for violence and unfit for civilian life, he was exiled to the penal colony. When Picard confronts Nayrok with Danar's story, the prime minister brusquely demands the prisoner's return. But Danar escapes and releases more prisoners from the penal colony. Can Picard prevent an Angosian civil war...and should he?

While delivering medical supplies to the strife-torn planet of Rutia, Dr. Crusher (Gates McFadden) is caught in the middle of a terrorist attack and taken hostage. The terrorists' leader, Finn (Richard Cox) wants Crusher to aid terrorists dying from the effects of an interdimensional transporter.

To rescue Crusher, the crew enlists the help of Alexana Devos (Kerrie Keane), the leader of the Rutian police. Alexana warns Riker (Jonathan Frakes) that Finn will not listen to negotiations. Alaxana's warning is justified when Finn launches an attack that kills several crew members and leads to the capture of Picard (Patrick Stewart). Now Riker must attempt a daring rescue before Picard and Crusher become two more victims of the Rutian conflict.
