After a cryptic message from his old friend Starfleet Captain Walker Keel (Jonathan Farwell), Picard (Patrick Stewart) beams down to an uninhabited planet for a rendezvous. There, Keel and two other officers try unsuccessfully to convince Picard there is a conspiracy within Starfleet Command.

After Keel's vessel mysteriously explodes, Picard returns to Earth to assess the situation with Starfleet's top leaders. Meanwhile, Starfleet's Admiral Quinn (Ward Costello) boards the Enterprise and inexplicably attacks Riker (Jonathan Frakes). After the Admiral is subdued, an examination reveals his body has been taken over by parasitic beings who are now controlling Starfleet. Can the crew act in time to save Picard and the future of the Federation?

While Picard (Patrick Stewart) is away at a Federation conference, Data (Brent Spiner) and Lieutenant Worf (Michael Dorn) discover a 20th-century Earth satellite containing three bodies perfectly preserved by cryogenics.

Picard returns with orders dispatching the Enterprise to the Neutral Zone, where two Federation outposts have been destroyed. The crew's mission: to investigate the incident, which may have been executed by the hostile Romulans as a prelude to war.

Dr. Crusher (Gates McFadden) is able to revive the three Earthlings who turn out to be a housewife, a business magnet and a country singer. Picard tolerates the visitors from the past, but as he heads toward a possibly violent exchange with the Romulans, it is the future he fears.
