Extraordinary times call for extraordinary measures. Besieged by attacks from all reaches of an increasingly embattled quadrant, Voyager's officers propose a new course of action. First Officer Chakotay (Robert Beltran) argues for the formation of a protective alliance between the starship and enemy forces. Tuvok (Tim Russ) agrees, citing the Federation-Klingon treaty championed by a legendary Vulcan named Spock. Reluctantly, Janeway (Kate Mulgrew) consents to seek a pact. In unity, there is peace. But, as she discovers, there is also deception and unprecedented danger. A murderous saboteur destroys the summit and, with it, all trust in Janeway's peace attempts. The starship is suddenly more alone and vulnerable than it has ever been.

Warp 10? Experts say no pilot can achieve this transwarp threshold. But Tom Paris (Robert Duncan McNeill) dares to push the envelope. He shatters the barrier and opens the door to a technology that, if controlled, will allow beings to occupy every point in the universe simultaneously. The potential of this new technology is clear to the crew members: mastering it means they could easily return home. But more immediate concerns occupy everyone. Paris, plunged into an accelerated state of evolution by his pioneering flight, mutates into a reptilian-like being, then escapes sickbay for another warp 10 journey. This time he's not alone. He's taking with him a hostage who will transwarp into his reptilian mate. The captive: Kathryn Janeway (Kate Mulgrew).
