When an important Federation/Romulan conference is bombed on Earth, security cameras reveal that a Changeling was in the room -- which means the Dominion have arrived!

Sisko (Avery Brooks) and Odo (René Auberjonois) are summoned to San Francisco to advise Starfleet on the Dominion's infiltration tactics. Once there, Sisko is made the acting head of Starfleet Security. With Odo's help, he convinces the Federation president to authorize stringent security measures. But it may be too late as a Dominion war fleet bears down on the planet. When Earth's power grid is knocked off-line, Sisko declares a state of emergency and prepares to go to war with the Dominion! Conclusion. After a planetwide power outage, martial law is declared on Earth and armed officers begin patrolling the streets. When Sisko (Avery Brooks) learns that it was not Changelings who sabotaged Earth's power-relay system, but the Red Squad -- an elite group of Starfleet Academy cadets under orders from Admiral Leyton (Robert Foxworth) -- he fears his old C.O. may be planning to overthrow the Federation government. When confronted, Leyton reveals his plan to oust the president and take over the planet in order to fortify it against the Dominion. As the Defiant races toward Earth, Sisko discovers Leyton will do anything to carry out his plans, even order the destruction of a starship! Part 2 of 2 with "Homefront."
