A transporter mishap sends Sisko (Avery Brooks), Dax (Terry Farrell) and Bashir (Siddig El Fadil) back in time to San Francisco in the early 21st century. While Sisko and Bashir are picked up and sent to a sanctuary district - a high security ghetto occupied by the unemployed, homeless and mentally ill - Dax meets a prominent business man who helps her search for her friends. At the sanctuary's processing center, Sisko and Bashir learn that they have arrived just days before a crucial historical event known as the Bell Riots. When a violent altercation contaminates the time line. Sisko is forced to assume the role of Gabriel Bell - a heroic civil rights leader who will die in the riots.

After a transporter mishap leaves Sisko (Avery Brooks) and Bashir (Siddig El Fadil) in the middle of a violent civil disturbance in the 21st century, Sisko is forced to assume role of Gabriel Bell, a pivotal historical figure who fought for the rights of the unemployed and underprivileged. Meanwhile, an Away Team from the Defiant travels into the past to search for the lost crew members, but they don't where to look. As government soldiers prepare to crush the rebellion, Sisko finds himself in the same position as Gabriel Bell - his back to the wall and his life on the line. But now the fate of the Federation - and the future - hang in the balance!
