An orphaned Cardassian boy causes turmoil on the station when he launches an unprovoked attack on Garak (Andrew Robinson), the station's resident tailor. The Cardassian leader, Gul Dukat (Marc Alaimo), immediately asks Sisko (Avery Brooks) to look into the incident.

An initial investigation reveals that the Cardassians abandoned thousands of orphans when they left Bajor. Further inquiries reveal that the boy's natural father is a high-ranking Cardassian official who also happens to be a political enemy of Dukat.

Now Sisko must decide the boy's fate--should he stay with his adoptive Bajoran parents or go with his natural Cardassian father?

Ensign Melora Pazlar (Daphne Ashbrook) arrives at the station on a mission to chart the Gamma Quadrant. Melora is from a planet with very low gravity and must use a wheelchair to get around in "normal" conditions. Though she resents any special treatment, a smitten Bashir (Siddig El Fadil) outfits her quarters with a gravity device which allows her to "fly" around.

Meanwhile, Quark (Armin Shimerman) welcomes Fallit Kot (Peter Crombie), an old acquaintance who announces that he intends to kill the Ferengi. Odo (René Auberjonois) assures Quark he will not allow that to happen.

When Melora is injured in a fall, Bashir develops a new technology which will allow her to walk without crutches. But it will also prevent her from flying. While she struggles with the decision, Kot ignores Odo's warning and closes in for the kill!
