On the Federation planet Galordon Core, an Away Team discovers a crashed vessel and a dying Romulan officer. While Riker (Jonathan Frakes) and Worf (Michael Dorn) beam back to the ship with the Romulan, Geordi (LeVar Burton) is caught in a fierce electrical storm and stranded on the planet.

Aboard the Enterprise, fears for Geordi's life grow when Dr. Crusher (Gates McFadden) reveals the Romulan has suffered neural degeneration caused by exposure to the planet's magnetic fields. Suddenly, a Romulan warship appears and demands the return of its officer. But the officer has died, leaving the Romulan captain (Andreas Katsulas) poised to attach the Enterprise. Meanwhile, on Galorndon Core, Geordi is ambushed by an unseen enemy - another Romulan survivor!

The Enterprise hosts a group of dignitaries who are bidding for the rights to a wormhole discovered by the Barzan. If the wormhole is stable, it would provide an invaluable shortcut through the galaxy.

When the Federation's delegate is taken ill, Riker (Jonathan Frakes) replaces him. Troi (Marina Sirtis) is immediately attracted to the Chrysalian delegate, Devinoni Ral (Matt McCoy), an eminent successful - and ruthless - negotiator. As the bidding war grows, so does the romance between Troi and Devinoni. But Devinoni hides a dangerous secret: he is part Betaziod. Now he is using his empathic powers to manipulate the negotiations and Troi - and he's determined to win both.
