The Enterprise stops at a newly established starbase where the ship welcomes aboard Commander Bruce Maddox (Brian Brophy). Maddox stuns the crew when reveals that he has orders to disassemble Data (Brent Spiner) for scientific study. Data, doubting Maddox's abilities, exercises his only option - he resigns from Starfleet.

After Maddox argues that Data is the property of Starfleet, Picard (Patrick Stewart) asks the starbase's Judge Advocate General, Phillipa Louvois (Amanda McBroom), to call a hearing in which Picard will defend Data's personal freedoms. The JAG agrees, but surprises Picard when she reveals the prosecutor the captain will be facing - Commander William Riker (Jonathan Frakes).

The Enterprise receives orders to escort a beautiful 16-year-old girl named Salia (Jaime Hubbard) and her guardian Anya (Paddi Edwards) from Klavdia Three to Daled Four, the planet Salia is destined to rule.

It's love at first sight for Salia and Wesley (Wil Wheaton), much to the annoyance of Anya, who forbids Salia to have any further contact with Wesley. Meanwhile, Troi (Marina Sirtis) senses that the ship's new visitors are not whom they appear to be. Defying Anya's wishes, Salia visits Wesley in his cabin, where the two share an intimate moment. The romantic spell is broken by the appearance of Anya, who sparks a violent confrontation - one that holds a horrifying discovery for Wesley.
